The MA-505 CoC-Approved Consolidated Application is now available!
The MA-505 (New Bedford) Continuum of Care has, through a vote of its membership, accepted the 2023 CoC Collaborative Application and CoC Priority Listing. As a result, this material, as well as the project submissions are all now available here for public review. You may access each of these documents through the following links:

All CoC Project Applications were approved and ranked by the CoC in a vote on August 24, 2023. Those project applications will additionally be submitted along with the CoC Application and CoC Priority Listing. Please note that no applications for funding were rejected.
In addition to these three sets of material, a project application for an unranked planning project has also been included in the total application package and is located at the end of the project application package link above.
It is anticipated that all of these materials will be submitted to HUD on Sunday, September 24, 2023 in advance of the September 28, 2023 deadline. This material is being made available through the CoC’s HSPN website from Monday, September 18, 2023 through 10am on Thursday, September 21, 2023 (during the regular CoC monthly meeting) at which time the HSPN membership will be called upon to discuss and vote whether to accept (and therefore proceed with) the materials constituting the intended 2023 submission posted here and provided to the CoC.
All CoC Project Applications were approved and ranked by the CoC in a vote on August 24, 2023. Those project applications will additionally be submitted as part of the total application package to the U.S. Department of Housing & Urban Development along with the CoC’s approved Collaborative Application and CoC Priority Listing. Please note that no applications for funding were rejected. An unranked application for a Planning Project is also being included in the total application package.

2023 COC RANKING OF PROJECTS
The City of New Bedford’s HSPN has received, reviewed and voted on the 2023 Final CoC Rank and Order of Projects. the HSPN’s Performance Review Committee (PRC) comprised of HSPN members with no relationship–financial or otherwise–to any of the applicants for funding in the FY2023 round received, reviewed, vetted, evaluated, scored and ranked all applications for this competition. This year the PRC’s review included individual interviews/presentations from all projects.
There were two new applications received in this competition round, one from an agency with an existing renewal project and a second from a new applicant with no past CoC projects. Given this, the CoC is able to take advantage of the CoC Bonus Funding. However, there was no project for the DV Bonus. In this funding round two renewal projects were designated for reallocation.
Seven renewal applications were reviewed, five of which were for permanent supportive housing (PSH) programs, one for the continuum’s Homeless Management Information System (HMIS) and one of which was for the continuum’s Coordinated Entry System. Reallocated funding was used to expand the CoC’s Coordinated Entry project as well as supplement the CoC Bonus dollars in funding/ranking the two new projects, one of which was for Permanent Supportive Housing and the second for Rapid ReHousing.
At its August 24, 2023 meeting, the HSPN membership carefully reviewed and heard the recommendation of the PRC following a PowerPoint presentation (a copy of which is available here: LOOKING AT THE 2023 COC FUNDING ROUND overviewing this year’s Notice of Funding Opportunity (NOFO) and considerations relative to the competition, HUD policy and program priorities, funding, the process undertaken locally and the ranking recommendation. In a unanimous vote, the HSPN membership accepted the report of the PRC and its recommendation for ranking in the 2023 CoC Competition.

COC COMPETITION MA-505 RFP is NOW AVAILABLE!
On Tuesday, August 1, 2023, the City of New Bedford’s Continuum of Care (CoC), acting through the Office of Housing & Community Development, issued a Request for Proposals (RFP) that includes both instructions and new/renewal application forms for 2023 funding from the U.S. Department of Housing and Urban Development (HUD). The RFP is available in fillable format here: COC RFP 2023 Application deadline is Monday, August 14, 2023 at 12noon as detailed in the RFP.
The linked RFP includes an application for renewal projects as well as new projects (those available through bonus and DV bonus funding) made available by HUD in this round. This funding arises from HUD’s issuance of its 2023 CoC NOFO which is available here: COC NOFO 2023
The CoC strongly encourages those from tribal organizations as well as those who work closely with historically marginalized communities to apply for this funding. This competition is open to ALL eligible applicants; one need not have previously applied to participate and submit an application.

In anticipation of each CoC funding cycle, the City of New Bedford’s Continuum of Care (Homeless Service Provider’s Network or “HSPN”) issues its guidance regarding its policies/process for the reallocation of funding from an existing project to a higher performing and/or new permanent housing project.

The 2023 Continuum of Care (CoC) funding competition convened by the U.S. Department of Housing & Urban Development (HUD) opened on July 5.2023 and will conclude no later than HUD’s Submission deadline of September 28, 2023. Given the less than 90 day turnaround on the grant deadline, New Bedford’s own CoC Competition Calendar is highly accelerated.
