The MA-505 (New Bedford) Continuum of Care has, through a vote of its membership, accepted the 2022 CoC Collaborative Application and CoC Priority Listing. As a result, this material, as well as the project submissions is now available here for public review. You may access each of these documents through the following links:
The COC APPROVED CONSOLIDATED APPLICATION
All CoC Project Applications were approved and ranked by the CoC in a vote on September 8, 2022. Those project applications will additionally be submitted along with the CoC Application and CoC Priority Listing. Please note that no applications for funding were rejected.
In addition to these three sets of material, a project application for an UNRANKED PLANNING PROJECT has also been included in the total application package.
It is anticipated that all of these materials will be submitted to HUD on Monday, September 26, 2022 at 8am in advance of the September 30, 2022 deadline. The DRAFT 2022 COLLABORATIVE APPLICATION and PROJECT PRIORITY LISTING
This material is being made available through this website from Monday, September 19, 2022 through Thursday, September 22, 2022 at 12noon. A vote of the CoC (through its HSPN membership) will take place during that period; all member votes are due no later than Thursday, September 22nd at 12noon and should be sent electronically to Jennifer.Clarke@newbedford-ma.gov.
All CoC Project Applications were approved and ranked by the CoC in a vote on September 8, 2022. Those project applications will additionally be submitted as part of the total application package to the U.S. Department of Housing & Urban Development along with the CoC’s approved Collaborative Application and CoC Priority Listing. Please note that no applications for funding were rejected. An unranked application for a Planning Project is also being included in the total application package.
It is anticipated that all of the CoC-approved materials will be submitted to HUD on Monday, September 26, 2022 in advance of the September 30, 2022 deadline. The final CoC Approved Collaborative Application will be posted in this location once adopted.

2022 RANKING OF COC PROPOSALS
The City of New Bedford’s HSPN has received, reviewed and voted on the 2022 Final CoC Rank and Order of Projects. the HSPN’s Performance Review Committee (PRC) comprised of HSPN members with no relationship–financial or otherwise–to any of the applicants for funding in the FY2022 round received, reviewed, vetted, evaluated, scored and ranked all applications for this competition. There were no new applications received in this competition round, thus, there was no project for CoC Bonus Funding or for the DV Bonus. In this funding round no projects were designated for reallocation.
Seven renewal applications were reviewed, five of which were for permanent supportive housing (PSH) programs, one for the continuum’s Homeless Management Information System (HMIS) and one of which was for the continuum’s Coordinated Entry System.
On September 8, 2022, the HSPN membership carefully reviewed and heard the recommendation of the PRC following a PowerPoint presentation (a copy of which is available here: LOOKING AT THE 2022 COC FUNDING ROUND overviewing this year’s Notice of Funding Opportunity (NOFO) and considerations relative to the competition, HUD policy and program priorities, funding, the process undertaken locally and the ranking recommendation. In a unanimous vote, the HSPN membership accepted the report of the PRC and its recommendation for ranking in the 2022 CoC Competition.

NB COC REVIEW and RANKING PROCEDURES for 2022
The procedures used by the CoC in the review, evaluation and ranking of renewal, new and reallocation projects is annually updated and made available to the CoC, project applicants and the community. This information is also referenced within the published RFP.

In anticipation of each CoC funding cycle, the City of New Bedford’s Continuum of Care (Homeless Service Provider’s Network or “HSPN”) issues its guidance regarding its policies/process for the reallocation of funding from an existing project to a higher performing and/or new permanent housing project.

CoC COMPETITION IS NOW OPEN!
COC COMPETITION MA-505 COC RFP NOW AVAILABLE!
On Friday, August 5, 2022, the City of New Bedford’s Continuum of Care (CoC), acting through the Office of Housing & Community Development, issued a Request for Proposals (RFP) that includes both instructions and new/renewal application forms for 2022 funding from the U.S. Department of Housing and Urban Development (HUD). The RFP is available in fillable format here: MA-505 COC RFP 2022. Application deadline is Monday, August 22, 2022 at 12noon as detailed in the RFP.
The linked RFP includes an application for renewal projects as well as new projects (those available through bonus and DV bonus funding) made available by HUD in this round. This funding arises from HUD’s issuance of its 2022 CoC NOFO which is available online here: 2022 HUD CoC NOFO.
This competition is open to ALL eligible applicants; one need not have previously applied to participate and submit an application.

CoC COMPETITION TIMELINE 2022
The 2022 Continuum of Care (CoC) funding competition convened by the U.S. Department of Housing & Urban Development (HUD) opened in August of 2022 and will conclude no later than HUD’s Submission deadline of September 30, 2022. This year all continuums are planning timelines that are highly accelerated as is New Bedford’s own CoC schedule.
