2017 Continuum of Care Funding Competition
2017 RANKING OF PROPOSALS
The City of New Bedford’s HSPN has received, reviewed and voted on the 2017 Final CoC Rank and Order of Projects. The HSPN’s Performance Review Committee (PRC), comprised of HSPN members with no relationship–financial or otherwise–to any of the applicants for funding in the FY2017 round received, reviewed, vetted, evaluated and ranked all applications for the competition. This year no new applications were received. Eight renewal applications were reviewed, six of which for housing programs, one of which was for the continuum’s Homeless Management Information System (HMIS) and one of which was for the continuum’s coordinated entry program, The Call.
The PRC presented its recommendation for ranking to the HSPN Executive Committee who, in turn, reviewed and considered the rankings presented. In a unanimous vote, the HSPN Executive Committee accepted the report of the PRC and its recommended ranking.
On August 17, 2017 the HSPN membership reviewed the recommendation of the PRC following a powerpoint presentation (HSPN.LOOKING AT THE 2017 COC FUNDING ROUND) detailing this year’s NOFA and considerations relative to the competition, HUD’s priorities and the local continuum. In a unanimous vote, the HSPN membership also accepted the report of the PRC and its recommendation for ranking in the 2017 CoC Competition. 2017 REALLOCATION PLAN, RANKING AND REVIEW PROCESS
In anticipation of each CoC funding cycle, the City of New Bedford’s Continuum of Care (Homeless Service Provider’s Network or “HSPN”) issues its guidance regarding its policies/process for the reallocation of funding from an existing project to a new permanent supportive housing project. A copy of the CoC’s 2017 Reallocation Plan can be downloaded here REALLOCATION PLAN 2017. In addition, the process used by the CoC in the review, evaluation and ranking of renewal, new and reallocation projects is annually updated and made available to the CoC, project applicants and the community. 2017 REQUEST FOR PROPOSALS

The City of New Bedford’s Department of Planning, Housing & Community Development [DPHCD] issued a Continuum of Care [CoC] Request for Proposals (RFP) for 2017 applications for funding from the U.S. Department of Housing and Urban Development [HUD] on Wednesday, May 31, 2017. The RFP notice (2017 CoC RFP INSTRUCTIONS) included an application for both new projects 2017 CoC NEW PROJECT APPLICATION (including those created as a result of a reallocation process) and for renewal projects 2017 CoC RENEWAL APPLICATION to be used for existing CoC permanent supportive housing and CoC rapid rehousing programs.
